How about this? 

if { ([string tolower [HTTP::host]] equals "swfm2.dev.mesaaz.gov") && ([TCP::local_port] == 443) } {
   pool swfm2_443
} else {
   HTTP::redirect http://swfm2.mesaaz.gov:58080/
}
