Try:

when HTTP_REQUEST {
if { [class match [IP::remote_addr] equals My_Subnets] } {
  HTTP::redirect "https://site1.com"
} else {
  HTTP::redirect "https://site2.com"
}
}

Edit: Removed $ from data group name.
