CirrocumulusAdam, I haven't seen anything like this before (not that I can recall anyway). Just wondering why you are setting the host variable but not using it? Is that because this is part of a bigger iRule?
Anyway, that aside the redirect should work. If you haven't already I'd load the Fiddler add on to IE and see if anything in the http logs gives you clues on why it's failing.
