iApp Virtual Services in different Partitions?

Here's what is required: Individual Administrative access to Virtual services is separated by partitions. However; there are shared properties such as iRules, profiles and even pools/nodes. The objective is to limit visibility of assigned partition along with shared properties in common partition. Can this automation of Virtual creation and properties split between common and other partitions possible? If so, does an iApp script exists which performs this function.
