I have written an iRules script based on my understanding that HTTP_REQUEST_DATA event only gets activated only if the HTTP:COLLECT method is invoked.

http_request_data is ONLY triggered when HTTP_COLLECT is invoked. If you are finding this is not the case, please open a support case so we can investigate.
