Sep 15, 2014David. I see you've got no Receive String. Therefore, the monitor will successfully mark a pool member up if it receives any content, or headers back. So try adding a receive string. Can be as simple as "200 OK" (without the quotes").
If you run curl from bigip cmd line or fiddler/http fox from a browser you should see the received content when successful and this can help build a robust receive string.
