The PERSIST_DOWN event fires (well, is supposed to fire; see the Wiki entry for some current known issues with that) right after we determine the pool member to persist to and find that it is down, and before we transparently rebalance to a new pool member in that case. I don't know exactly how persistence entries are handled in that situation, especially with regards to iRule timing. You probably need to open up a case with F5 if you need more info.
