How to setup a Terms and conditions page for a application fronted by F5

Can we customize a log-in so that, after successful log-in, a customized Terms and Conditions page, requiring "Accept", is presented before giving access to the Resource (or denied access if "Refused")? The "Accept" action would also need to trigger a mechanism, by web-service call or other, to log an entry into a db containing UID, datetime, and perhaps IP address of the client. Thanks
