In my irule, I have this code -
if { [HTTP::uri] equals "/UpdateSoapHttpPort" } {
pool pool_1
pool pool_2
} else {
pool pool_3
}
...

It doesn't work that way. It can only select the single pool that matches the conditional statement. What you should do is combine servers in each pool to a single pool which would work and adjust your iRule accordingly.
