How to rate shaping per user or ip address?

Thank you for your reply. All the iRule solution I have looked at requires to specify ip address of the client or subnet ip address then put them into a rate class, which is not what we want.

What we want is to apply single rate to all users and limit them to that rate per ip address, let's say 5M per ip address, every ip address should be able to get 5M as long as we have the capacity. Is there any way to do that?
