How to backup and restore using python across cross hardware platform and OS version?

Using UCS will be very difficult as you will have a lot of oplimitations.

So TMOS version is one limit as you would need to restore to the same version.

With different hardware would need to check the network interfaces and ensure can configure them automatically to work with the UCS backup.

Even using SCF would be hard but could be a little easier than full UCS.
