How do I monitor the IP address and name of the user and the changes made on F5 whenever I see changes pending on it ?

The logging overview will help, we navigate to System ›› Logs : Configuration : Options and at the bottom of the view for Audit Logging set MCP to verbose and msh to Enable as well as toggle log access and local traffic logging options to what you need.
