How can I know that F5 PEM Module is working for particular one Route Domain

I have configured the two Route Domain in F5 BIG ip 500 series appliance. Route Domain Zero (0) is using for LTM_DNS module and Route Domain One (1) is using for Application load balancing.

I want to use the PEM Module on for Route Domain One, Please Suggest How Can I do it ?

Is there any necessary to apply the PEM Policy in Any Specific Virtual server ?

Also Suggest, Is it necessary to create the Subscriber Id in PEM for creating the Policy, If I am looking to provide the 4mbps bandwidth for Skype

Please help...
