Have configured ASM for automatic policy building. but no cookies are being learnt .

I am using F5 11.6.2 .Under policy building -> setting -> have chosen cookies and selective so that it learns and suggest based on traffic but nothing is shown even after 7 days of staging.there are urls, parameters and meta characters etc learnt and suggestions are also seen. Any advice on what could be going wrong ?
