Can two F5 appliances in HA have management IPs in different subnets /30, First appliance in subnet different than the second appliance?

Yep, that's fine. If you use the mgmt interface as part of the HA failover network then as long as they can reach each other then you should be good.
You might need to add in a mgmt route to enable this - https://support.f5.com/csp/article/K13284
