GTM with route domain / partition

I have problem when creating GTM pool object with route domain and partition. There is no problem to create pool object in Common partition, but fail to do so in other partition. There error message like this: 01070974:3: The specified IP address(es) specified by (0.0.0.0%1) cannot be a route domain address(es) (fallback IP address).

 

No matter how to correct the Fallback IP (0.0.0.0%0), similar error message prompted. Is this the right way to configure GTM with route domain/partition? Appreciate if anyone can help me~
