GTM SSL Handshake to server failing

I am using GTM's to round-robin between 3 V Centre servers across our estate.   Connectivity and health checking is on port 9443.   Testing the monitor in our lab worked fine (11.6.0) no errors...

Most of the time, this could be related to configuration issue. e.g. the virtual server was assigned a https monitor but the configured service port was port 80 instead of port 443.
