GTM returns Down marked as Down

Hello,     When resolving WideIP, GTM returns nodes that are marked as down by monitoring.     Will be happy with any hint or link to troubleshoot this situation (as the Deb one)...

May be this is the problem: Shall the Monitor be applied to the "Server" or to the "Pool" or both??
