it depends on your DNS service design objective.

 

As far as the DNS service itself is concerned, the DNS server does not need to monitor services in other DCs, as it only provides a DNS service from the DC it is located in. If it is down/unavailable, the downstream DNS servers and/or clients will notice and mark it down, and then goes on to use the DNS service provided from other DC.
