GTM: Failover 2 WIPs at the same time

We have 2 WIPs that need to follow each other depending on which DC they are in. If one WIP fails then the other has to fail also. This is dealing with Citrix and their callback system. Not sure how to make them follow back and forth and always have them in the same location.
