GTM (F5 DNS) Primary unit not syncing LTM config

GTM (F5 DNS) Primary unit is not syncing the LTM config such as DNS Profile but all GTM related config is synced correctly. I have two units, one in each DC, separate L3 addressing. Device Group is set to sync only. All devices are green and saying "in sync", no error in logs.
