i assume you want just a layer before the FTP server it self so you can just use your normal FTP client and connect to the external IP on the BIG-IP? unfortunately that is not possible with APM.
you might be able to do something like login to the webtop and then start an application access tunnel but that feels kinda far fetched. or setup a full VPN tunnel and only then allow access to the VPN, again quite involved and probably not what you are looking for.
