Force Offline pool member... But, still send health check packet....

Hi   I use the http monitor in BIG-IP(i5600, TMOS 12.1.2 HF2).   When I set force offline(enabled) a pool member, BIG-IP continuously send health check packet to it...   And I remove it... ...
