Find Resource not showing on webtop

The webtop we have been developing does not seem to have the Find Resource option available. Another test webtop we have does have Find Resource available.

The javascript of the test on shows the

var display_toolbar_search = 01

whereas the webtop we are developing shows

var display_toolbar_search = 00

Any ideas what the fix to this is?
