you're on the right track.

The event you are looking for is "CLIENT_ACCEPTED":


when CLIENT_ACCEPTED {
  if {[IP:addr [IP::client_addr] equals aa.bb.cc.dd]} {
    use pool ftp
  } else {
    discard
  }
}
