Failed to convert character dclid=%EDclid!

hello

I'm trying to enable Evasion technique and getting an alarm about a triggered violation named 

failed to convert character.

after checking the logs i see that F5 fail to convert "%ED"  

my application is running under UTF-8

GET /xxxxxxxxxxxxxxxxxxxxxxxxxxxx&dclid=%EDclid! HTTP/1.1

do you have any ideas please ?
