Of course the client machine must have network reach-ability to the BIG-IP interface. This assumes that you are browsing to the management interface of the BIG-IP. If you are trying to open the GUI by connecting to one of the self-IPs on the device, the 'port lockdown' (allow-service) setting of the self-ip must be configured to allow https/443 (default, all, or custom and include https in the list).
