F5 upgrade to last release

I'm using F5 version 13.4 and I'm planning to upgrade, so which version you recommend ? and is there any change in irule from version 13 to version 16 ? or is there any affect ?

So is that mean version 15.1.2 is the best choice ?

and is it possible to upgrade directly ?

example :

To upgrade from 13.4 to 15.1.2 , we have to upgrade from 13.4 to 14 then from 14 to 15 ? or we can jump to 15 !
