I would like to know if F5 can send the traffic to AWS ELB (FQDN)? we have application URL that is going to be configured on F5 and it will need to be connecting to backend AWS ELB.

You can register FQDN as pool member in F5. But F5 has to be able to query a resolver to retrieve the IP address of the FQDN. You need to set the right resolver setting in the F5 to make it work.
