F5 Mgmt Pack 1.7.0 Install Failed

Received this msg when trying to upgrade F5 mgmt pack:

Event Log Entries show:

 

- Unable to convert the updated rules due to data failure

 

- Performance counter Collection Rule Refresh Duration could not be found.

 

 

F5 service on OpsMgr server will not start.
