You can try with installing the image using the USB.
1.Download BIG-IP ISO (13.0.0) from F5
2.Format USB as FAT32, copy ISO to root
3.Insert USB, power on device
4.Use LCD to select "Install from USB"

Its totally stucked, i created bootable usb and booted it from usb but lcd is still not working to pick its firmware.
