MVPTo provide some info from someone with actual experience in the F5 in the Public cloud go with Azure LB without CFE as the Azure API is really bad compared to AWS, so a failover will happen in minutes not seconds because of this.
You can go Active/Active as the Azure native LB will send traffic to each F5 and if needed you can add more F5 LB to the Azure LB group to scale horizontally.
