can i access F5 box on Management port using FTP it seems not enabled by Default & couldn't find setting to enable it ?

Nope, you can't. There is no FTP server installed by default.
You may be able to install it manually but I don't recommend it.

nowhere, as said there is no ftp server installed, so no.

Is there a reason you can't use sftp or scp? Port 22 is always listening.
