Export/Import LTM/APM Configuration
I have been prototyping an LTM/APM configuration in a vBIG-IP for several weeks and would like to promote the configuration to our QA environment.
Is there a way to export LTM & APM configuration from my vBIG-IP and import into QA? I have found several articles suggesting iApps or SCF. An iApp seems like overkill for this, SCF doesn't seem to fit the requirement since it will below away existing configuration in QA.

If it's a merge you can get the configuration objects that you've created in your POC system and then merge them back in using tmsh again. A bit of sed perhaps if you need to change anything on the fly (e.g. ip's)
Checkout the KB article at K81271448: Merging BIG-IP configuration objects into the running configuration using tmsh

FYI- LTM configurations can be migrated by way of SCF files. APM configurations are a bit more complicated. There are objects in an APM configuration that are stored within a dB on the system that are not readily accessible to the admin. That said, UCS is the way to go if you have anything but the most basic APM configurations. If versions are significantly different between the two environments, I’ve been on projects where the APM stuff has to be rebuilt from scratch.

For APM you can use the export functionality available on APM Profiles/Policies GUI page (v13.1). It will generate an archive (tar.gz) containing all the contents of your Access Profile.
Some problem of dependencies can happen during importation (specially for hosted contents) but error messages are human-readable, you can fix it easily by editing ng-export.conf file contained in the archive and rebuild the archive after.
