CirrusSounds like you are using the standalone APM which has a "LTM Lite" license which doesn't support another other than RR and Ratio (or some subset of the regular LTM). I assume you have a VS pointed to the LTM Lync 2013 VS. Maybe you used a template or iApp that defaults to least connections. Did you assign this access policy you created to a VS on the APM? Check that VS's resource pool for a LB method.
