i do wonder about no service interruption. there will be a while that unencrypted cookies are still send by the client, unsure how the big-ip will handle those.
would try to test this first and implement it in a maintenance window to be safe.

Yes, you're right :/
Although the clear values won't causes error on BIG-IP, they probably will be ignored and arrive blank on server.
