If everything else is working okay, I'd suggest capturing a tcpdump of a slow download via the BIG-IP and compare that with a tcpdump on the server itself when a client bypasses the BIG-IP. If you need help capturing or analysing the tcpdump, you can check these SOL's and/or open a case with F5 Support:
