You can use a 2 layer approach, first logon box where you only get the username, then you add an empty box where you have two branches. In these branches is where you configure what users will go through rechaptcha and what not. Then add another logon box following the branches where you ask for the password or recaptcha etc.

The problem is that you need to know who is accessing before is authenticated and decide if the user needs to go through recaptcha or not.
