Is it possible to have a dynamic Virtual Server score that the GTM can use to make load balancing decisions with VS in the same pool?
I'm looking to tweak our GTM config so VS are favored when they have more nodes available.

It's been a ridiculously long time since this question was asked, but you might want to look into 'Virtual Server Capacity', which should take account of the number of content servers available behind a virtual server (LTM hosted only).
