Dynamic Ratio Load Balancing Not Working

I am trying to get Dynamic Ratio load balancing working on an F5 LTM running v11.2.0. Load balancing a pool of two Windows 2008R2 servers running IIS 7.5 using the IsHandler.dll.
The WMI monitor is configured on a per node basis and the health check shows as successful (marking the node as up), the pool is configured with Dynamic Ratio (tried both node and member), however when testing, the application is not load balanced effectively with one pool member taking all of the load, when checking the dynamic ratio weighting of each node one has a ratio of 89 whereas the other has a default ratio of 1.
Using basic round robin load balancing the application is equally balanced but obviously only in terms of connections not in terms of server performance s we are looking for something that will take server performance into account.
I`m stumped, I believe we have followed the installation instructions, however something is not quite right so I would appreciate any assistance that the community might be able to provide?
Is there a way of checking the WMI is installed correctly on the servers other than the health check being successful?

You will likely see the same thing for Predictive and Observed. The likely answer is that one server is slightly faster than the other. Least Connections should be better.
