Double quotes added to cookie

I am creating a cookie from SAML attributes and when the cookie data is viewed there is an extra set of double quotes around the cookie. Something that is curious is that when I view the cookie in IE there is one set of double quotes around the cookie when there should not be any. Then when I view the cookie in Firefox there are 2 sets of double quotes around the cookie when there should be one. What could be causing this and how can I remove the extra double quotes from around the cookie? We are running Virtual F5 version 12 tmos. Thanks
