does dsc cluster work in big-ip 11.3 VE trial ?

Hi DC community. i'm trying to setup an Active/Pasive DSC running BIG-IP VE trial 11.3. the devices appeas disconnected in the Devices->Overview. i've double checked the configuration, but still getting this messages...
