I've been asked to create a subdomain for a GTM, I'm using Windows DNS and the gtm is using domain name of an existing zone.

which explains glue records pointing the subdomin to the new name server.
Based on your description, I think you need to reverse the implementation - pointing the new subdomain from your Windows DNS to the gtm, but the process is the same.
