Disable pool if external URI is available

I'm working on configuring a maintenance mode for a client. I am trying to create a monitor that will check an external URL, and if the page exists, disable their pools. At first I thought I could make a reverse http monitor, but that only checks the pool members. Any idea how I can make a monitor that checks an external site instead of the pool members?
