different mss from configured mtu

I have question about active mtu size. I have displayed the interface mtu size and it is 9198, configured vlan mtu size is 1500, Max Segment Size (MSS) is 1460 on active tcp profile but at tcp trace MSS value is diplayed as 536 on syn packet which bigip sends to real server. In some connections it is displayed as 536 in general it is 1460. I could not undertand the reason of this.

I believe that a more precise way to look at this is whether those packets with 536bytes were fragmented. If they weren't then this is only expected, since 3WHS packets tend to be small anyway. It would only be an unexpected symptom if those small packets were the results of fragmentation along the way.
