I might recommend that you perhaps install and use HF4. There has been some bugs that was fixed, that could be causing the random CPU spikes. This might be a quick and easy way to fix it, without going into to much troubleshooting, to try and find the issue (that is, of course, if it is something that is fixed by the Hotfix)

 

 

Install the HF on the standby device first, failover, and see if it resolves the issue. Then do the standby device.
