Cookie persistence first then source ip port iRule

Can someone please assist me in developing a persistence IRule that will first look for the cookie and if a cookie is not present to persist on source IP and port?

Does it need to be an irule, cookie persistence is a client side control, so not sure an irule will help. You can use Fallback Persistence in the GUI
