Looking for a irule to i Rate limit on http API request to as service behind BIG-IP 5000 LTM load balancer . The rate limiting should be based on requests from a unique source IP. The limit should be set 3 per second from the same source, and then block that requesting IP for 5min”

You can configure a new standard VS with source IP. This VS will match only traffic which comes from that specific source (https://support.f5.com/csp/article/K14800).
Also, you can create a Connection Rate Limit (https://support.f5.com/kb/en-us/products/big-ip_ltm/manuals/product/ltm-implementations-11-2-1/30.html) and apply it to the pool associated to that VS.
