Configuring SAML SP...getting same error no matter what

What does this error indicate in general? I can't seem to get past it and I have tried every method of configuring SAML SP that I can think of...

error: Canonicalization of authentication request

The whole error log entry looks like this... err apd[8950]: 01490201:3: 2f46b08f: SAML Agent: /Common/DMDC-profile_act_saml_auth_ag failed to create authentication request, error: Canonicalization of authentication request
