WebAccelerator doesn't require you to manually synchronize policies. This happens automatically (and securely) if you have set them up in a cluster. The SCF stuff and the other changes can and still should be done via CLI, but the policies keep themselves in synch no matter what box you edit and publish them on. You will need to make sure that you add them to a cluster deployment. Follow the procedure for creating a symmetric deployment in section 3-15 of the WebAccelerator Admin Guide.
